can I use this for my fresh water/tropical fish tank?

Ocean Direct is suitable for marine aquariums and African Cichlids only. It will make the pH and hardness too high for most all other freshwater aquariums.
can you use it for aquatic turtles

Ocean Direct can be used with most aquatic turtles. It tends to be quite fine and a coarser substrate may be more suitable for aquatic turtles. Also, Ocean Direct will raise the pH of the aquarium to around 8.2-8.3. Please make sure this is a suitable pH for the specific species of turtle you are keeping before using.
