Why does this ration not come in a larger sack?

Largest they make is 24 lb bag. This is a better question for the manufacturer. You can email or message them and ask if they plan to make bigger bags.
Why put wood or saw dust in your food with what appears to be decent ingredients.

Cellulose is used to create space for a non caloric laden ingredient. When you build a weight loss diet you have 100 spots to fill with ingredients, or 100%. Trying to keep the calories lower you need to fill some of the spots with ingredients that have no caloric value but does have a purpose such as cellulose for fiber. The remaining spots include higher protein, moderate fat, L-carnitine and other nutrients.
Looks like the ingredients include dried porcine plasma, which is a sprayed on dried pig blood product. I have just started reading up on it- is this product safe and healthy?

Plasma is rich in important vitamins and minerals such as vitamin B12, calcium, phosphorus, sodium, chloride, potassium and magnesium. Research with dogs has shown that the inclusion of plasma in dog food results in improved digestion and decreased fecal output.
Is the weight stated for weight loss the ideal weight of dog or the current weight?

The weight stated is for both weight loss and ideal weight. The feeding instructions you should follow depends if you want to Maintenance or lose weight. If your dog is 50 pounds and you want to maintenance his weight, you should feed him 5 1/2 cups a day. If your dog is 50 pounds and you want to lose weight, you should feed him 4 1/2 cups a day.
