I want to confirm these pads turn urine into gel

These pee pads contain a wet-lock gel that quickly traps urine.

Are both sides of the pad the same? Or does only one side absorb the moisture? Both sides look just the same.

My little one more times than not relieves herself on the edges. The white ones with the extra absorbent edges are fantastic. I only ordered 40 instead of 100 this time and didnt notice they were different!
