Could this work on a reclining sofa

All style protectors may be used on reclining models (reclining sofas, love seats, and chairs). However, it will need to be re-adjusted more frequently.
Does the length include the arm panels or does it measure just along the seat portion?

The length shown for each option refers to the overall length including the arm panels. Without the arm panels, the Chair option measures 22 inches, the Love Seat option measures 44 inches and the Sofa option measures 65 inches.
Does the back strap go clear across the back connectong the back?

This Furniture Protector has 5 loops, 3 along the back of the protector and one on each arm rest. You will need to attach the anchor to the loops and push into the sofa. They do not cover the entire back of the protector.
