Are the manufacturers measurements taken from the base of the neck (the seam that connects turtleneck to the body of the sweater) to the tail? Or are they taken from the folded top of the turtleneck to the base of the tail?

Still working on the most efficient way to get her in it (pullover then legs; legs then pullover) as she is quite feisty, but it's no flaws of sweater.
