Do you leave on or take off the yellow wrapping under the clear wrapper ?

Took the birds a couple days to locate it. Once found, they are aways around it. Seems to last a little longer than the feed in their normal feeder.

Purchased 6 bells and 4 of them were crumbling with seeds everywhere. Very dry. And the plastic covering is not at all useful.
