Are the dimensions given from the inside or the outside of the litter box.

The dimensions for the outside of the litter box are 19 inches long x 15 inches wide and for the inside of the litter box it's 17 inches long x 13 inches wide. The rear side is 7.5 inches high and the front is 4 inches high from the bottom of the pan.
Does this box come in a larger size?
