Does this have to sit on the seat or can it be raises up so they can look out

It can be raised up and secured along the seatbelt strap for elevation.

I'm new to this. If the seat belt hold the booster in place why do I need a tether?

The seatbelt is used to secure the booster seat in your vehicle while the tether is used to secure your pet in the booster. This will prevent your pet from jumping or falling out of the seat while the car is in motion.

The Medium seat measures 14 x 12 x 8 inches overall (interior of 13 x 11 x 7 inches) and is best for pets weighing up to 12 pounds. The Large seat measures 16 x 13 x 8 inches overall (interior of 15 x 12 x 7 inches) and is best for pets weighing up to 18 pounds. The X-Large seat measures 20 x 16 x 10 inches overall (interior of 19 x 15 x 9 inches) and is best for pets weighing up to 25 pounds.

Safe and secure booster car seat.

My dog is safe, secure, and super happy to be able to look out the window and I am relieved knowing that she is comfortable and comfortably restrained.

Uncomfortable

Does not securely stay in place

The seat will not stay put unless the bottom of the basket actually resting on the seat. I've tightened it, I've locked in the straps with velcro, I've done all

The seat will not stay put unless the bottom of the basket actually resting on the seat. I've tightened it, I've locked in the straps with velcro, I've done all I can. No matter what, the basket will shift its position during the drive (30mph to the store) causing Kirby (8lbs) to lose his bananas and through him into a major anxiety attack. We've tried it multiple times and this is a huge no go. We even bought him a step in body harness to secure him and that provided no assistance. I do not recommend for any pet over 5 lbs.
