how long is this leash if there is no tension in the bungee? if one were to just lay it along the ground

This leash is 4 feet without any tension, and can stretch close to 7 feet. The middle handle is about 20 inches from the bolt snap (metal clasp).

This says waterproof, but it looks like the material would still get soaking wet and hold water. Would this need to drip dry for hours after a day at the beach?

The Triton Bungee leash is made from a nylon fabric and is waterproof. Water will not harm it.

Is the clasp too large to fit on a smaller collar?

A good buy-- maybe not great for small dogs

This is the first bungee style leash that I've tried. My dog is a rat terrier mix (~20 lbs) and it works well for him. I think it might be too bulky for a dog smaller

This is the first bungee style leash that I've tried. My dog is a rat terrier mix (~20 lbs) and it works well for him. I think it might be too bulky for a dog smaller than that. I'm impressed by how much it takes the strain off my arm but still allows him to pull/explore. It doesn't stretch as easily as I expected (which is a good thing), and the handles are in good positions and have been helpful. The leash would be perfect if it came in a size with a smaller clasp. (This one is borderline too heavy for him, which is why I think this leash wouldn't be great for a small dog.) The handle is also bulky for smaller hands, but I'm hoping it breaks in after use. It is padded. The reflective stitching is pretty narrow, so I'm not sure how effective it would be. I went with red for high visibility, which is more of a dark coral color.

It has a nice buffer to it, so that you avoid the dog jerking back. It is well made, and it is easily adaptable.
