Can it be used with snails in the tank?

This product should not be used with invertebrates such as shrimp, snails, etc.
I know it says "Up to 80 Gallons" but is it good for a 5 gallon?

Is this safe to use with live plants

Can I use it with my african dwarf frog in the tank? Or can I use it and put him in after?

We would recommend that you remove the frog for several hours to allow the product to dissolve and adjust the pH, then put the frog back into the tank. Chemicals, other that basic water conditioners, should not be placed in the tank with the frog, as amphibians can absorb them through their skin.
