can this filter be used in a pet drinking water fountain

This filter is compatible with the Tetra Whisper Power Filter.
Is this filter slightly smaller at the bottom? 2.16 at top and 1.78 at bottom and 3.68 tall.

The overall dimensions are 3.8 inches tall x 2.1 inches across at its longest point. The images do shows that the cartridge narrows a bit towards the bottom.
Do I need to turn off my filter system to just change the filter?

We'd recommend unplugging the filter when changing the filter cartridge.
Will these filters work for 3.5 gallon tanks ?

These Whisper Bio-Bags Small Filter Cartridge are designed to fit Tetra's Whisper PF10 (5-10 gallons) and 3i (up to 3 gallons) Power Filters.
