Is this available in a larger size
Can something be placed under it to make it taller?

Place something like flat slate rock under the filter as a base so it van be higher in the tank. Styrofoam will also work for this purpose if you can camouflage it.
Can I get just a new pump not the whole rock set up ?

At this time the pump is not available for individual purchase.
Can this filter be used for a fish tank?

You can absolutely use this filter in a fish tank. We've had a number of customers use it this way, actually. It is just trickier to change out the filter cartridge without having the "gunk" flow back into the tank. Tetrafauna does not typically recommend fully submerging it, but it might work as long as you replace cartridges regularly and when the water level is low during a water change. You would need to drain the tank about 3-4 inches.
