We get our Border Collie shaved due to extreme heat, but her soft fur is like velcro and as a result she still gets burs stuck in her, shaved off, fur. Will this be too scratchy? Recommendations, if so?

Using a self-cleaning slicker in the bath will not affect the slicker, however it may not be effective on wet fur. The Safari Dog Rubber Curry Comfort Grip Dog Brush is recommend for bathing and it is available on chewy.com.
For a 60lb golden retriever, would a medium or large brush be better?

Each brush size corresponds to the breed size. Medium-size dogs generally weigh in the ballpark of 24-to-55 pounds and large dogs are over 55 pounds.
I have a pitbull black lab mix. He's got a short coat, would this brush work well on him?
