If there are no red or green lights on does it mean the heater is not on? mine had a red light and then it turned off after a few minutes but there is no green light. the outlet is working.

It is normal for some heaters to include an indicator light that will glow red while the unit is heating and switch to green or turn off when it reaches the optimal temperature.

can this be used in a plastic turtle aquarium ?

As long as the plastic tank is a suitable size, such as a minimum of a 20 gallon tank, it would be suitable. The tank needs to be manufactured for aquatic use and large enough to hold at least 20 gallons of water.

Although the temperature is already preset to 78° is it possible to lower/change the temperature the heater is set to?

This low voltage thermostat is preset to heat between 76 and 80 degrees Fahrenheit and doesn't have a way to change the temperature.

Doesn't work

Tank should have been warmer than the new thermometer said. Checked with a different thermometer and the other one was 8 degrees off.

Crushed box

Everything seems to work OK. The Heaters boxes were banged up, just the 3 at the end. Electrical products should be better protected.
